You may want to take a look at Viewlet Builder http://www.qarbon.com/products/viewletbuilder/. It may be a bit simple for your needs but I thought it was worth mentioning. You can capture the steps you would take to access and use a resource. You can also add slides and interactive quizzes. Take a look at the demos. It will give you a better idea of what's possible.
