I have a patron who is interested in getting Sic codes and NAICS in a spreadsheet format or .dbfe format so he can export it to Microsoft Access. Does anyone know where this might be available?

You can download it in comma-delimited format, which should work

Try for list of NAICS Code, comparative tables and the downloading files etc. You can also download the SIC to NAICS Tables too.
