From overhead expense to profit center

In the 1980’s a new form of organization – corporate "federalism" – gained popularity as a way to reduce costs and become more responsive to global threats and opportunities. For "staff" functions such as strategic planning, corporate libraries, and information technology divisions, the change can be traumatic. This article shows how "federalism" works and explains why it can also lead to exciting opportunities for information services functions.
